Richard Palmer, MD. is board certified by both The American Board of Surgery and The American Board of Phlebology. He is the founder and the medical director of both Surgical Arts of Virginia and Vein and Laser of Virginia.
Dr. Palmer graduated from the University of Arkansas for Medical Sciences in 1995. He completed residency training in general surgery at Yale University Affiliated Waterbury Hospital in Waterbury, Connecticut in 2001. Dr. Palmer moved to the Fredericksburg area and opened Surgical Arts of Virginia in 2003. In 2006 he created Vein and Laser of Virginia, housed in the same building as his surgical practice, in order to offer the latest in varicose vein treatment to his patients. In May 2008, Dr. Palmer completed a rigorous selection process which required documentation of competent vein care and successful completion of a written exam to become board certified in vein treatment by the American Board of Phlebology. This allowed him to be inducted into the inaugural class of diplomates of the American Board of Phlebology.
Surgical Arts of Virginia is a surgical practice specializing in general and cosmetic surgery. Dr. Palmer performs a wide variety of general surgical procedures and shares call with area surgeons at Stafford Hospital. His patients have 24 hour a day access to a surgeon.
Dr. Palmer has been performing cosmetic surgery since 2006 when he began offering liposuction and body contouring. In 2010 he began offering abdominoplasty (tummy tuck). Dr. Palmer’s training was obtained through The American Academy of Cosmetic Surgery, the preeminent cosmetic surgery organization offering post graduate training in cosmetic surgery. Through its many meetings, hands-on workshops, and mentorships, Dr. Palmer continues to learn of the latest techniques and to expand his mastery of procedures. We now offer breast augmentation and laser blepharoplasty. Additional cosmetic procedures are on the horizon. Our philosophy is simple. Cosmetic surgery should be accessible and affordable without sacrificing quality. We think we have accomplished that here.
Dr. Palmer and his staff moved into their new, expanded office space at 306 Cambridge Street (Route 1) in November 2011. We are proud of our new space and feel that it is a warm, inviting atmosphere for our patients. A newly constructed operative suite with recovery is available to our cosmetic patients. All procedures are performed under sedation with local or regional anesthesia. No facility fee is charged and all follow up is included with the procedure fee.
Vein and Laser of Virginia is our vein treatment center and medical spa. It is housed in the same building as Surgical Arts of Virginia. Kelly Null is our master aesthetician and treats her clients in her dedicated spa treatment room. She performs a wide variety of skin care treatments including laser and light therapy, microdermabrasion, chemical peels, laser hair removal, tattoo removal and instruction in skin product use. We offer a full line of medical grade cosmeceuticals.
In addition, Dr. Palmer offers physician level skin care procedures. With the recent acquisition of the Lumenis Active FX/Deep FX/Total FX carbon dioxide (CO2) fractional laser, we now offer the most effective laser skin resurfacing procedure available. The depth of treatment (and the down time) can be tailored to the individual patient’s needs and schedule. He is also available for BOTOX, skin fillers, scar revision, and mole removal.
Our vein center offers all of the latest medical and cosmetic vein treatments including endovenous laser ablation, sclerotherapy, vein ligation, phlebectomy, and laser spider vein treatment. All invasive vein procedures are performed in the office operative suite.
